MyDrivers.com reports that on December 10, Microsoft has released a report to all OEM partners on Windows 7 technical support for the draft plan,so that the OEM partners could give feedback regarding  this to the company by January 10 which would be the release date of the official program of the project.

The plan is designed to help Microsoft’s OEM partners who have been selling pre-installed Vista as a  brand, because many end users would be waiting for the release of Windows 7 and delay the purchase of a computer.The plan allows OEM manufacturers to provide users of genuine Vista upgrade to Windows 7.

1: end users must be within the stipulated date of the purchase of a genuine pre-installed Vista operating system PC machine;

2: The PC machine must contain a valid security certificate (COA)

3: Only the following versions of Windows Vista would be available for upgrade- Windows Vista Home Premium, Windows Vista Business and Windows Vista Ultimate?Windows Vista Home Basic,Windows Vista Starter and Windows XP would not be available for upgrade)

4: The scheme does not apply to large and medium-sized business users.

5: The following are the specific upgrade paths:

Windows Vista Home Premium -> Windows 7 Home Premium

Windows Vista  Home Premium -> Windows 7 Home Premium

Windows Vista Business -> Windows 7 Professional
